An OSHA Outreach student card records course completion, not a professional certification or permission to perform a particular construction task. Check the actual industry, course, completion evidence and project requirements before treating it as a complete training record for a data center crew.
This guide is for workforce coordinators reviewing administrative evidence. It does not provide a safety course, assess an individual's competence, decide employment eligibility or authorize electrical work. Keep personal records in the approved restricted system and use role references in a coordination copy.
What does the current OSHA guidance distinguish?
OSHA's Outreach FAQs distinguish the voluntary federal Outreach program from job-specific training duties. States, employers and other organizations may impose requirements. The FAQs say student course completion cards have no expiration date, while authorized trainer status has its own expiration. Do not confuse those two records.
The official program overview describes 10-hour and 30-hour course completion cards and directs replacement requests to the original trainer or online provider. Its five-year replacement limitation does not turn into a five-year student-card expiry rule. Cortex Construct is independent and is not affiliated with OSHA.
Which fields belong in the coordination register?
The employer and site safety owner determine what evidence and additional training the actual assignment requires. Record their stated basis instead of inventing a universal acceptable card age or assuming any industry course covers construction work.
| Review field | Evidence to retain | Decision that remains separate |
|---|---|---|
| Course identity | Industry, course level and actual completion record | Which course the project requires |
| Card verification | Cardholder-authorized verification through the original provider or relevant issuing organization | Competence for a specific task |
| Completion date | Actual date supported by the record | Site or jurisdiction recency requirement |
| Replacement request | Provider route and request status | Whether the project accepts alternative evidence |
| Additional training | Employer-confirmed task and hazard requirements | Actual completion and work authorisation |
| Open item | Owner, evidence needed and confirmed disposition | A provisional note is not clearance |
This is an original coordination worksheet, not an official OSHA form. The official FAQ describes verification routes and notes that OSHA does not operate or recognise a national student-card verification database. Do not send worker details to an unverified lookup site.
How can a current requirement differ from card expiry?
Illustrative example. A fictional data center project asks for evidence that construction Outreach training was completed within its own stated period. The worker's supported completion date falls outside that project period. The coordinator records a project recency requirement requiring review, rather than call the student card expired under OSHA's general card policy.
The responsible employer and site owner decide what further evidence or training the assignment requires. The coordinator does not invent a waiver, alter the completion date or mark a replacement request as a completed course. This illustration contains no real worker record, qualification claim or hiring decision.
What should remain open before work is authorized?
Separate missing card evidence, an unconfirmed project rule and incomplete task-specific training. Assign each to the actual owner and retain the disposition. A verified Outreach card alone does not close all three questions or establish permission for electrical work.
Use the first-day induction and access checklist to coordinate the wider arrival process. The training language and understanding worksheet addresses how instruction is understood, a different check from the type and provenance of a card. Engineering sign-off is performed only by the registered engineer on the job.
Frequently asked questions
Is an Outreach card a professional certification?
No. Treat it as course-completion evidence and check the actual project requirements.
Does the replacement-card time limit establish student-card expiry?
No. Replacement availability and card expiration are different rules.
Does a card replace job-specific training?
No. The responsible employer must address the actual work and hazard requirements.
