Reconcile the departing crew list with the site's authorized access records, and track physical badge return separately from confirmed access removal. A returned badge does not by itself prove that access has been removed. Use the facility's actual security process and responsible access owner.
This original worksheet is for data center construction workforce coordinators managing the end of an assignment. It records which closeout actions have evidence and which remain open. It does not define security-system settings, determine employment status or authorize someone to change facility access.
What does the primary source support?
The April 2021 electronic physical access control overlay published by NIST reproduces the Physical Access Authorizations control, PE-2, from SP 800-53 Revision 5. It distinguishes the authorized access list and issued credentials and calls for removal from the list when access is no longer required. This is a security-control reference, not a universal construction demobilization law or an official form for every private facility.
Cortex Construct is independent and is not affiliated with NIST. The actual facility security owner determines the applicable authorization and closeout process. The coordinator records confirmations from that owner rather than assumes a staffing roster is the facility access system.
Which closeout actions need separate evidence?
Use role references in the coordination worksheet and keep individual credential details in the authorized restricted system. Do not distribute badge numbers, copies of identity documents or access logs as public project attachments.
| Closeout item | Confirmation to obtain | Separate unresolved condition |
|---|---|---|
| Assignment end | Authorized departure list and effective end of assignment | Planned departure has not actually occurred |
| Badge or key custody | Facility-approved return or exception receipt | Badge missing, outstanding or transferred without authority |
| Access authorization | Confirmation from the responsible facility access owner | Removal request sent but completion unconfirmed |
| Other applicable access | Owner's disposition for separately controlled areas or credentials | Main badge status does not settle another authorization |
| Continuing assignment | Explicit approved access basis if the person moves to another package | Do not assume departure from one crew ends every assignment |
| Exception closeout | Owner, action and confirmed disposition reference | An open exception cannot be relabelled complete |
No generic deadline is supplied. Apply the actual facility process and agreed assignment timing. If security action is urgent, use the established security route rather than wait for the administrative worksheet.
What can a completed badge-return row conceal?
Illustrative example. A fictional construction crew has three departing members. Two badge-return receipts are present and the third badge is recorded as outstanding. The facility owner confirms access removal for all three under its approved process.
The coordinator records access removal confirmed for three and badge custody complete for two, with one custody exception. It does not label all three badges returned. Conversely, if all three badges were returned but the facility owner had not confirmed the access action, the access confirmation would remain open.
The example includes no real worker identity, badge identifier, facility configuration or security procedure. It demonstrates two independent evidence counts, not a method for disabling a credential.
How should a continuing assignment be handled?
Ask the authorized owner to confirm the correct access basis when a person leaves one contractor's crew but continues on another approved assignment. Keep the transfer or continuation disposition distinguishable from final departure. An unchanged staffing spreadsheet is not evidence that facility access remains authorized.
Retain the departure reference, owner confirmations and exception disposition in the approved records. Payroll, employer records, asset returns and contractual closeout may have additional owners and requirements. Completion of this matrix does not settle those separate processes.
Frequently asked questions
Does returning a badge prove access was removed?
No. Obtain the responsible facility owner's confirmation through the actual process.
Should a workforce coordinator change the access system?
Only the authorized access owner and approved process can determine who performs that action. The worksheet supplies no system instructions.
Does departure from one package mean final site departure?
Not necessarily. Verify any continuing approved assignment and its access disposition.
Use this closeout worksheet alongside the earlier first-day induction and access checklist to keep arrival and departure evidence distinct. For assignment coordination, see Cortex's data center construction staffing service and discuss the actual scope through the contact page.
